British and Scottish government Authorities Clash Over Footing the £24.5m Bill for Donald Trump and Vance Trips

The British administration is being urged to "step up" and cover the £24.5m expense incurred during the recent visits by Donald Trump and JD Vance to Scotland, according to a senior Scottish minister.

Substantial Estimated Expenses Disclosed

Provisional expenses amounting to nearly £24.5m for the pair of working visits have been published by the administration in Edinburgh.

Ivan McKee described the UK government's unwillingness to offer financial support as "absurd," arguing that both trips were obviously work-related, pointing out that the US president held discussions with European Union chief the EU's von der Leyen and British PM Sir Keir Starmer during his July visit in Scotland.

Details of the Trips and Associated Policing Costs

The former president toured his golfing resorts at Turnberry in Ayrshire and Menie over a week-long trip in the summer, while American VP JD Vance spent around a long weekend in the Ayrshire region in August.

In a written communication to the Treasury’s chief secretary Chief Secretary Murray, Scotland’s finance secretary wrote that the trips placed "substantial strains and costs on public services in Scotland, particularly Police Scotland."

The Scottish government calculates that the estimated expense for policing the presidential visit alone was £21m, which involved peak daily deployments of more than 4,000 officers, while costs for the vice-president’s trip were approximately £3m.

Complex Security Mission

This extensive policing operation was the biggest in Scotland since the passing of the late Queen in 2022, and included regional police, specialist units, special constables and wider UK colleagues for expert assistance.

Robison wrote: "Following your decision not to provide funding to the Scottish government for expenses accrued in connection with the visit of President Donald Trump to the nation in July 2025 and the subsequent trip of VP Vance, I am writing you to ask that you reconsider this decision and offer complete repayment for the cost of the trips."

Westminster Reply and Previous Example

The British administration maintained that the visits were private and "not official UK government business." A spokesperson commented: "The Scottish government are responsible for security expenses in the country as per agreed devolved funding arrangements."

While Robison pointed to previous precedent where the British administration covered the expense of Trump’s 2018 visit to the nation, it is understood that trip came after a official invitation from Westminster, in which case it included security costs under its statement of funding policy.

"Westminster needs to step up and cover the cost. I think it’s unreasonable, it was obviously a work visit … Particularly when you have the PM Keir Starmer spending time with the president, holding joint briefings with him, conducting global diplomacy with them, its really stretching the bounds of credibility to say this was just a personal vacation."
