Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: optimistic declarations are released from various governments. Immense energy is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capability provided through current data. From witness perspectives, defense planes that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its favour in the near future.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but averting a entire defensive failure until situations evolve in its favour.
Existing Situation
Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
