UK and France to Deploy Forces to the Country if a Ceasefire Accord is Reached

The British and French governments have inked a memorandum of understanding concerning the deployment of troops in Ukraine should a peace deal be made with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to negotiations with allied nations in Paris, he indicated that the allies would "create defense centers throughout Ukraine and construct fortified facilities for arms and equipment" to prevent any subsequent attack.

The allied nations also put forward that the US would play the primary role in monitoring a ceasefire.

Moscow has on multiple occasions stated that any foreign troops in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest announcement.

The Situation and Continuing War

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russia at this time controls approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to stand with Ukraine for the long-term," stated the UK Prime Minister.

Heads of state and senior officials from the "Coalition of the Willing" took part in the Paris negotiations.

Addressing reporters at a combined announcement, the Prime Minister noted: "It paves the way for the juridical structure under which British, French, and partner forces could work on Ukraine's territory, securing Ukraine's air and maritime domains, and restoring Ukraine's armed forces for the years ahead."

The PM added that the UK would participate in any American-headed verification of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior American diplomat Steve Witkoff said that "lasting security guarantees and strong reconstruction vows are critical to a lasting peace" in Ukraine – referring to a major demand made by Ukraine.

The negotiator said the coalition had "mostly completed" their work on finalizing such assurances "to ensure the Ukrainian people know that when this conflict ends, it ends for good."

The former US envoy, former American President Donald Trump's special envoy, also took part in the discussions.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's supporters had made "major advances" at the talks.

He added that "robust" security guarantees for the Ukrainian government had been reached in the event of a prospective truce.

Ukraine's leader Volodymyr Zelensky commented that a "significant advance" had been made in Paris, but qualified that he would only deem efforts to be "adequate" if they culminated in the cessation of the war.

Last week, he said a settlement was "90% ready". Settling the outstanding 10% would "determine the future of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the forefront of key disagreements for diplomats.
  • The Russian President has often said that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to finish the war.
  • Zelensky has to date excluded surrendering any land, but has proposed that Ukraine could pull back its troops to an mutually accepted point – but only if Russia follows suit.

Moscow presently occupies approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The two regions form the heartland of Donbas.

The initial US-led 28-point proposal that was circulated to the media last year was seen by Kyiv and its EU supporters as being strongly biased in Russia's favor.
