Zelensky States He Lacks Definitive Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to support Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you must ultimately depend primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of unresolved issues for diplomats.

Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
